Fresh federal contracts keep landing. The National Park Service just posted a new lodging-and-marina opportunity at Voyageurs (Minnesota) whose Notice of Intent window is still open through September 16, and the new Ozark “Pulltite” canoe-and-tube outfitter contract runs through October 2. BLM’s Moab Field Office has its next quarterly permit window on September 15, and the standing “pitch-anytime” programs across Florida, Texas, Washington and Hawaii remain wide open. A cluster of earlier bids is now in final proposal stage (down below) — and a milestone worth noting: the Channel Islands contract we tracked all spring closed to proposals June 25 and is now in NPS evaluation.

⚠️ Sarasota County — Commercial Water-based Charter Boat & Tour Operator Permits (IFB #262874FB) — Florida

Type: Invitation for Bids — commercial park-launch permit (new pilot program)
What: A new Sarasota County permit that lets licensed operators legally run charters and tours from County park boat ramps. Sixty permits across two zones (max two per zone per company), each tied to a designated “home” park. Launch sites include Turtle Beach Park Boat Ramp and Nokomis Beach Boat Ramp.
Deadline: Bids due August 18, 2026, 2:30 p.m. (questions closed July 31) — submitted through the County’s OpenGov procurement portal.
Cost / term: Minimum bid $1,200 per permit per year; one-year term with up to four annual renewals.
Note: Eligibility requires a USCG Operator of Uninspected Passenger Vessel (OUPV “6-pack”) license (up to six passengers). Local preference applies for Sarasota, Manatee, and Charlotte County businesses.
Great for: Sarasota-area charter, fishing, and tour operators who can staff a licensed captain

🆕 Voyageurs National Park (CC-VOYA002-27) — Minnesota

Type: Solicitation — 10-year concession contract
What: Lodging, food & beverage, retail, marina services, and mechanical boat portage within Voyageurs — a water-based park where the concessioner is the hub of visitor access.
Deadline: Notice of Intent to Propose due September 16, 2026 (4:00 p.m. CT); electronic proposals due October 15. This is the cleanest fresh entry on the board — the intent window is still open.
Great for: Marina, lodging, and multi-service operators ready for a flagship northwoods contract

Ozark National Scenic Riverways — Pulltite (CC-OZAR011-28) — Missouri

Type: Solicitation — concession contract (Pulltite area, Upper Current District)
What: Canoe & tube rental with shuttle service, camp store and retail merchandise, and firewood sales — a full-service paddle outfitter on a federally protected scenic river.
Deadline: Proposals due October 2, 2026 (4:00 p.m. CT); questions due Aug 21. Note: the NPS has named a Preferred Offeror with a preferential right to award — a new bidder can still submit, but expect an incumbent advantage.
Great for: Paddle-sport operators ready for a full-service river outfitter concession

Everglades National Park — Shark Valley (CC-EVER004-27) — Florida

Type: Solicitation — 10-year concession contract
What: Interpretive tram tours, bicycle rentals, retail, vending, bicycle/hiker pickup, and paddlecraft shuttle service at Shark Valley — a high-traffic gateway operation.
Deadline: Proposals due September 16, 2026 (12:00 p.m. EDT). Note: the Notice of Intent / questions deadline is printed on the prospectus cover — confirm it hasn’t passed before you commit, as this prospectus went out in mid-July.
Great for: Bike-rental and paddle operators who can run a busy multi-service gateway

🆕 BLM Moab Field Office — Special Recreation Permits — Utah

Type: Special Recreation Permit (SRP) — quarterly application window
What: Commercial guiding and outfitting — rafting, canyoneering, climbing, 4×4, and organized recreation — on BLM land around Moab, processed under the streamlined EXPLORE Act categories.
Deadline: Next quarterly window closes September 15, 2026 (2026 windows: Feb 15, June 15, Sept 15, Dec 15).
Great for: Guides and outfitters who want to add Moab public-lands trips — a genuinely low-barrier entry point

Standing invitations with open or rolling windows — the best bet for a fresh operator:
